- It's serious this time - Arizona legislators will surely enact Toll Roads into state law. They will first attempt to build additional roads, and claim that the toll charges will be nominal, and only last until the road construction costs are paid. Then they will announce that they need to convert 'some' existing roads, because new construction cannot keep up with traffic congestion. Afterward, they will proclaim that the exorbitant toll fees must continue, because funds are needed to build more roads, and to maintain the existing tollways. Don't believe me? It is for you that the bell tolls!
