- Why is bonding(for building public schools) the answer to Arizona's looming budget deficits - and revenue bonds the solution to building a $400M Eloy's 'Decades Music' rock-and-roll theme park - but not even considered for building future toll roads? Once implemented, tolls will never go away - and will always increase, yet public monies will be used for what will be privately owned/operated management. The expected revenue could pay for the bonds and the road maintenance - the main purpose for revenue bonds. Must not be a back pocket for this one yet!
