- 39 Arizona schools failed to attain federal AYP standards for the fifth consecutive year. While other states would have taken drastic measures to improve schools with similar underachievement, Arizona rewards their educational consistency. Arizona's State Stupid-Intendent of Public Fools, Tom Horne, expressed minimal concern, because standards will again be lowered when NCLB is re-authorized, or the new president takes office!
