Police Chief, and the current Public Safety Manager(aka - Police Chief), Jack Harris, vows to weather the 'you're double-dipping storm,' congratulating himself for dramatic decreases in crime, ie., homicides, property crimes, and vehicle thefts - each significantly besting national averages.  And although solving these crimes are lagging well behind the national averages, it seems to remain un-Politically Correct to credit legislative(in 2010 - SB 1070) and voter-approved initiatives(in 2006 - Prop. 200) on anti-illegal immigration issues.  Jack Harris was not a supporter of either of these efforts, in fact publicly(and adamantly) opposing Sheriff Joe Arpaio, and Harris is not responsible for any progress made, either!
